中国网/中国发展门户网讯 教育兴则国家兴,教育强则国家强。党的二十大报告对教育的重要地位做出重大调整,强调教育是国之大计、党之大计,首次把“实施科教兴国战略、强化现代化建设人才支撑”作为单独一个部分,强调“教育、科技、人才是全面建设社会主义现代化国家的基础性、战略性支撑。必须坚持科技是第一生产力、人才是第一资源、创新是第一动力,深入实施科教兴国战略、人才强国战略、创新驱动发展战略,开辟发展新领域新赛道,不断塑包養造发展新动能新优势”。

为提高我国高等教育水平、增强国家的核心竞争力,奠定长期发展的基础,国务院于 2015 年 10 月印发《统筹推进世界一流大学和一流学科建设总体方案》,教育部、财政部、国家发展和改革委员会于2017 年 1 月联合印发《统筹推进世界一流大学和一流学科建设实施办法(暂行)》,两者确定了我国建设世界一流大学的时间表和路线图。2017 年 9 月 21 日,教育部、财政部、国家发展和改革委员会再次联合发布《关于公布世界一流大学和一流学科建设高校及建设学科名单的通知》,开包養启了新一轮高等教育改革。

高等学校承担着人才培养、科学研究、社会服务的重要职能,是教育强国、科技强国、人才强国三大战略的关键交汇点。“双一流”(建设世界一流大学和一流学科)战略的实施,是党中央、国务院作出的重大战略决策,对于提升我国教育发展水平、增强国家核心竞争力、奠定长远发展基础,具有十分重要的意义,能够加速提升高等教育质量、提高人才培养水平、提速科技创新能力。在此背景下,高水平研究型大学作为国家战略科技力量的重要组成部分,应该发挥科教资包養網源优势,在“教育、科技、人才”一体化部署中走在前列,充分发挥基础研究主力军作用,成为重大科技突破的生力军。

自建校起,中国科学院就包養确立了中国科学技术大学(简称“中国科大”)“全院办校、所系结合”的办学方针,注重理实结合、科教结合,其目标是为“两弹一星”事业培养尖端科技人才、服务国家战略需求。本文以中国科大探索中国特色世界一流大学建设为例,梳理近年来中国科大从“所系结合”到“科教融合”的发展过程中,在教育创新、科学研究、人才培养等方面的改革和经验,探讨一流大学建设在科教兴国战略、人才强国战略、创新驱动发展战略中发挥的作用。

中国特色世界一流大学建设是推动科技发展、实施科教兴国战略包養網的重要基础

1995年,中共中央、国务院颁布《关于加速科学技术进步的决定》,首次提出实施科教兴国战略。此后,党和国家出台一系列决策部署,不断丰富发展科教兴国战略的内涵与实施要义。党的十五大报告将科教兴国战略作为我国经济发展的战略之一。党的十八大报告继续指出要深入实施科教兴国战略。党的十九大报告将科教兴国战略确定为决胜全面建成小康社会需要坚定实施的重大战略之一。党的二十大报告就实施科教兴国战略作出专章部署,赋予了其新的内涵。高等学校特别是世界一流大学建设高校,承担了人才培养、科学研究、社会服务的重要职能,是科教兴国战略的中坚力量之一。

 承担基础研究任务

基础研究是科技创新的源头活水。习近平总书记高度重视基础研究,指出“基础研究是整个科学体系的源头,是所有技术问题的总机关”,强调要“有组织推进战略导向的体系化基础研究、前沿导向的探索性基础研究、市场导向的应用性基础研究,注重发挥国家实验室引领作用、国家科研机构建制化组织作用、高水平研究型包養大学主力军作用和科技领军企业‘出题人’‘答题人’‘阅卷人’作用”。这对未来基础研究的组织范式和相关主体职能关系进行了精准阐述。

高水平研究型大学是基础研究的主力军,是原始创新的主战场和人才培养的主阵地。2009—2020年,我国高等学校基础研究经费从 145.5 亿元增长到近 725 亿元,增长约 5 倍,成为基础研究经费执行的主要部门。研究与开发机构基础研究经费从 110.6 亿元增长到 573.9 亿元,增长约 5 倍;企业基础研究经费从 4.42 亿元增长到 95.6 亿元,增长约 21.6 倍(图 1)。2020 年,国家基础研究经费执行结构数据显示,高等学校占比为 49.4%,研究与开发机构占比为 39.1%,企业占比为 6.5%。

中国科大历来注重基础研究,在中国科学院的领导下,为推进世界一流大学建设,结合学校基础研究实力雄厚的特点,从科学发展方向和国家战略需求高度出发,以高站位、宽视野、大格包養局,多措并举下好基础研究布局“先手棋”。①贯彻落实中国科学院“基础研究十条”,组织召开加强基础研究座谈会,就加强基础研究工作进行专题包養網研讨和部署。②逐步建立起以国家实验室、国家研究中心和大科学装置等重大平台为依托,以服务国家战略需求包養为导向的有组织科研模式,和以学院为基础、以重点实验平台为支撑、以自由探索为主的卓越科技创新体系。③推动实施“理实工程”,部署原创探索类项目,引导和激励科研人员投身原创基础研究。④利用中央高校基本科研业务费和“双一流”建设专项资金,设立多梯度校级自包養主部署项目,重点支持针对国家和中国科学院中长期科学和技术发展规划的重点领域或国际重大科技前沿。⑤通过体制机制创新,着眼于推动物理学、化学、生命科学、信息科学、材料科学 5 个一级学科之间的交叉融合,进一步加强合肥微尺度物质科学国家研究中心建设。⑥建设几何与物理研究中心、彭桓武理论物理研究中心、安徽省应用数学中心等,加强对前沿基础理论研究工作的支持。在衡量基础研究水平的自然指数(Nature Index)排名中,中国科大在全球高校的排名持续上升,2020 年跃至全球高校第 4、国内高校第 1,此后稳居全球高校前 10、全国高校前 2。

 服务国家战略需求

国家战略科技力量是国家科技发展的基石,在维护国家安全、推动经济社会发展等方面发挥着不可替代的关键作用。习近平总书记在 2016 年、2021 年的两院院士大会上分别强调,“要以国家实验室建设为抓手,强化国家战略科技力量”“国家实验室、国家科研机构、高水平研究型大学、科技领军企业都是国家战略科技力量的重要组成部分”,为我国国家战略科技力量的发展指明了方向。

高水平研究型大学作为国家战略科技力量的重要组成部分,是国家科技实力的主要载体和集中体现,要主动服务国家重大战略需求,力争成为重大科技突破的生力军。1958 年,在时任中国科学院院长郭沫若和一批科学家的倡议下,中国科大应运而生。作为一所为“两弹一星”事业而创办的大学,服务国家战略需求、“为党和国家培养尖端科技人才”是中国科大与生俱来的价值追求。作为中国科学院的直属高校,中国科大发挥“所系结合”优势、创新“科教融合”方式,勇担国家战略科技力量重任,立足量子科技、人工智能和空天领域的优势,作为核心力量参与建设合肥国家实验室。面向世界航天科技前沿和国家航天强国战略需求,中国科大与国家航天局、安徽省共建深空探测实验室,围绕深空探测领域国家重大科技工程和国际大科学计划,开展战略性、前瞻性、基础性的研究,实现科学、技术、工程融合发展。围绕国家“双碳”战略,中国科大集中化学、材料学、环境科学等优势力量,建立碳中和研究院,通过“揭榜挂帅”的方式专门部署相关方包養網向的创新团队培育基金项目,助力国家实现“碳达峰、碳中和”目标。

服务经济社会发展

中国科大始终坚持科学技术是第一生产力,充分发挥科教优势,汇聚创新资源,加强产学包養研深度融合,支持合肥综合性国家科学中心建设、支持打造“科大硅谷”、深度融入长三角一体化发展等国家区域发展战略,以实际行动服务区域经济社会发展。

2020 年,中国科大被列入首批 40 家“赋予科研人员职务科技成果所有权或长期使用权”改革试点单位,制定了《关于进一步加强科技成果转移转化工作的意见》,探索“赋予科研人员职务科技成果所有权或长期使用权”改革的“中国科大模式”。截至 2023 年 4 月底,超 50 项成果申包養请加入赋权改革,批准转化 31 项成果,涉及 130 项知识产权,设立高质量创业企业 25 家,涵盖新一代包養信息技术、新材料、新能源、生物医药等领域;依托中国科大先进技术研究院,打通“基础研究-中试孵化-产业化”的创新链条。中国科大先进技术研究院累计包養網培育企业 301 家,国家高技术企业 90 家,高成长企业 52 家,已在自主信息化、人工智能、生物医药等领域形成产业创新链条,成为区域高新技术产业生态链的技术引擎。党的十八大以来,中国科大推动形成以科大国盾量子技术股份有限公司、国仪量子(合肥)技术有限公司、合肥本源量子计算科技有限责任公司为代表的量子科技、以科大讯飞股份有限公司为代表的新一代信息技术等新兴产业集群,为区域经济发展贡献中国科大力量。

中国特色世界一流大学建设是推动人才培养、实施人才强国战略的重要保证

2022 年,党的二十大报告进一步强调,“要深入实施人才强国战略,强化现代化建设人才支撑”。实施新时代人才强国战略,高等学校特别是世界一流大学建设高校,要在坚持为党育人、为国育才的前提下,推动创新型人才培养,构筑高水平人才培养“蓄水池”。

 坚持为党育人、为国育才

培养什么人,如何培养人,历来是党和国家教育的根本问题。作为一所为“两弹一星”事业而创建的大学,中国科大从建校起,就坚持为党育人、为国育才,坚持“科教报国、追求卓越”的初心使命。

包養網科学成就离不开精神支撑。科学家精神是科技工作者在长期科学实践中积累的宝贵精神财富,激励一代又一代矢志报国的科技工作者前赴后继、接续奋斗,肩负起科技创新重任。将科学家精神融入当代大学生的精神血脉,是创新人才培养的精神基础、是践行中国高等教育历史使命的根本需要。科学家精神不是抽象的教条,而是具体的、鲜活的、生动的,体现在一代又一代科学家接力“科学救国”“科学报国”“科学强国”的历史实践中。科学家精神是中国共产党人精神谱系的重要组成部分,更是中国科大精神的核心基础。建校之初,钱学森、郭永怀等一批科学大师,因爱国之情、报国之志为中国科大精神奠定了基础;新时期包養網,中国科大将科学家精神和为党育人、为国育才结合起来,凝聚创新人才培养合力。
